Tumblrをよりよい場所に

2007年に創設されて以来、Tumblrはオープンでクリエイティブな自己表現の場として、コミュニティや文化の中心となり、常に人々から愛されてきました。創設者であるDavid Karpの言葉を借りれば、Tumblrはこれまでにさまざまなアーティスト、ライター、クリエイター、キュレーターなどにインスピレーションを与え、文化を再定義し、個性に力を与えてきました。

このたび、数ヶ月間にわたり、これまでの過去を振り返りながら、どのようにTumblrのコミュニティを前進させ、どんな媒体を目指すのか、わたしたちはこれからのTumblrのあり方について真剣に協議してきました。その上でTumblrをよりよい場にするため、、特に進化の激しいこの時代の波のなか、私たちがユーザーを満足させ、文化的立場をまっとうするためには、変化が必要であることを認識しました。どのような変化が必要なのか、それは メンバーたちの間での建設的な会話をコミュニティで促進していくことに他なりません。現在、Tumblrでは成人向けコンテンツの完全排除に向けて最後の調整を図っています。閲覧注意コンテンツおよびヌードコンテンツ（一部の例外を除く）を含む成人向けコンテンツ、がこれに該当します。 

また、今回のポリシー変更と混同しないように気をつけたいと思いますが、児童ポルノを含め、未成年に有害なコンテンツも一切、Tumblrのコミュニティに投稿できなくなります。Tumblrではこれまでも、児童ポルノや未成年に有害なコンテンツを禁止してきましたが、本ポリシーをこれからもさらに強化し、産業標準である機械学習を使ったモニタリングも採り入れ、人間によるモデレーターも増員し、サイトの悪用や被害を報告できるユーザーツールも簡単に使えるようにしていく所存です。また、児童を被害から守る最前線で活躍する主要2団体であるNational Center for Missing and Exploited ChildrenおよびInternet Watch Foundationと提携することにより、ポリシーの侵害を法的機関に報告する体制を整えていきます。Tumblrのプラットフォームを悪用するすべての行為を防ぐことは難しいことですが、コミュニティをできる限り安全な場所にしていくということは、わたしたちの最優先事項であります。

もたらさせる変化について

成人向けコンテンツを含む投稿は以後一切Tumblrには投稿できなくなります。コミュニティガイドラインも今回のポリシーの変更に準拠するため更新されました。Tumblrはアート、ポジティブなセックス、恋愛、性的指向、また個人の生活や生き方などについて自由に語ることができる場所です。これからもこの自己主張の多様性を促進しながらも、新しいポリシーがバランスをもたらしてくれるよう、努力したいと思います。

今回の変更が適用される理由とは？

今回のポリシー変更はは、Tumblrがクリエティブな表現および自己発見を可能にし、さらにコミュニティの深い感覚を研ぎ澄ますために、Tumblrをより安全なプラットフォームにするための努力の一環です。Tumblrは継続して成長、進化を続けています。わたしたちが世界に影響をもたらしているのは明確なことです。Tumblrは、異なる年齢層や、地理的場所、文化、考え方を持つ人々に与える影響について責任を負っているのです。成人向けコンテンツを含むコミュニティにおける表現についての賛否両論の意見はこれまで十分考慮してきました。この中で、成人向けコンテンツがないほうが、多くの人々がより安心して快適に自己表現ができることを確認することできました。

インターネットにはいたるところに成人向けコンテンツがあふれています。成人向けコンテンツが見たい人は、他のサイトで利用すればいいわけです。Tumblrはそれに注ぐ力を、ぜひコミュニティに受け入れられる環境づくりに活用したいと思っています。

今後の進展は？

2018年12月17日より、今回の新しいポリシーが施行されます。これから、、成人向けコンテンツを投稿しているコミュニティのメンバーには通知が送られ、これらはTumblrには掲載されなくなります。コンテンツが成人指定されたらそれに対して反論もできるようになっています。また、必要に応じてTumblrブログからコンテンツをエクスポートすることもできます。この変更はすぐに実施しきれるものではなく、複雑で時間がかかるものです。

膨大なコンテンツの中で、成人向けコンテンツと、例えばヌード画像などが含まれる政治的メッセージなどを切り離すことは、大変難しくなっています。自動ツールに依存しながら、人間の手も借り、成人向けコンテンツをシステムで識別しています。不適切にしょりされることも考えられます。ですが、Tumblrでは最善を尽くして、コミュニティで認められた表現の中でポリシーを施行していく所存です。

また、重要な点となりますが、これからもTumblrの意思決定については、できる限り透明性を確保していく予定です。これには、資料、詳細情報、および製品の改善点やその他コンテンツモデレータがコミュニティやコンテンツと直接かかわっている内容が含まれます。 

世界中のユーザーと同じように、わたしたちはTumblrを心から愛しています。今回の判断は愛に基づくものであり、コミュニティの今後のの希望をサポートするものであると考えています。特に変更施行時には、不具合が生じる可能性もありますが、Tumblrは皆さんのユーザーエクスペリエンスがポジティブなものとなることを信じ、これを進めてまいります。

A better, more positive Tumblr

Since its founding in 2007, Tumblr has always been a place for wide open, creative self-expression at the heart of community and culture. To borrow from our founder David Karp, we’re proud to have inspired a generation of artists, writers, creators, curators, and crusaders to redefine our culture and to help empower individuality.

Over the past several months, and inspired by our storied past, we’ve given serious thought to who we want to be to our community moving forward and have been hard at work laying the foundation for a better Tumblr. We’ve realized that in order to continue to fulfill our promise and place in culture, especially as it evolves, we must change. Some of that change began with fostering more constructive dialogue among our community members. Today, we’re taking another step by no longer allowing adult content, including explicit sexual content and nudity (with some exceptions).  

Let’s first be unequivocal about something that should not be confused with today’s policy change: posting anything that is harmful to minors, including child pornography, is abhorrent and has no place in our community. We’ve always had and always will have a zero tolerance policy for this type of content. To this end, we continuously invest in the enforcement of this policy, including industry-standard machine monitoring, a growing team of human moderators, and user tools that make it easy to report abuse. We also closely partner with the National Center for Missing and Exploited Children and the Internet Watch Foundation, two invaluable organizations at the forefront of protecting our children from abuse, and through these partnerships we report violations of this policy to law enforcement authorities. We can never prevent all bad actors from attempting to abuse our platform, but we make it our highest priority to keep the community as safe as possible.

So what is changing?

Posts that contain adult content will no longer be allowed on Tumblr, and we’ve updated our Community Guidelines to reflect this policy change. We recognize Tumblr is also a place to speak freely about topics like art, sex positivity, your relationships, your sexuality, and your personal journey. We want to make sure that we continue to foster this type of diversity of expression in the community, so our new policy strives to strike a balance.

Why are we doing this?

It is our continued, humble aspiration that Tumblr be a safe place for creative expression, self-discovery, and a deep sense of community. As Tumblr continues to grow and evolve, and our understanding of our impact on our world becomes clearer, we have a responsibility to consider that impact across different age groups, demographics, cultures, and mindsets. We spent considerable time weighing the pros and cons of expression in the community that includes adult content. In doing so, it became clear that without this content we have the opportunity to create a place where more people feel comfortable expressing themselves.

Bottom line: There are no shortage of sites on the internet that feature adult content. We will leave it to them and focus our efforts on creating the most welcoming environment possible for our community.

So what’s next?

Starting December 17, 2018, we will begin enforcing this new policy. Community members with content that is no longer permitted on Tumblr will get a heads up from us in advance and steps they can take to appeal or preserve their content outside the community if they so choose. All changes won’t happen overnight as something of this complexity takes time.

Another thing, filtering this type of content versus say, a political protest with nudity or the statue of David, is not simple at scale. We’re relying on automated tools to identify adult content and humans to help train and keep our systems in check. We know there will be mistakes, but we’ve done our best to create and enforce a policy that acknowledges the breadth of expression we see in the community.

Most importantly, we’re going to be as transparent as possible with you about the decisions we’re making and resources available to you, including more detailed information, product enhancements, and more content moderators to interface directly with the community and content.

Like you, we love Tumblr and what it’s come to mean for millions of people around the world. Our actions are out of love and hope for our community. We won’t always get this right, especially in the beginning, but we are determined to make your experience a positive one.
